When playing Halo: Combat Evolve on PC, the best way to increase your framerates is to switch the game to its classic presentation, which will shoot your framerates to well over 100FPS on most hardware. Using the game's Original and performance presets will have a notable impact, but that will be nothing when compared to playing Halo using its Xbox (original) style graphics. 

Even on a graphics card like Nvidia's GTX 1060, which can be purchased for £120 or less on eBay these days, you can easily achieve 4K 60+ FPS framerates, which is ideal for playing Halo with DSR on a 1080p screen or playing Halo: CE on your new 4K television screen. It doesn't take much to play Halo at 4K.
