AMD today introduced the AMD Imageon™ 2298, 2294 and 2192 media processors, offering ultra-fast, high-resolution image processing, DVD-quality video and high-definition audio for compelling mobile multimedia experiences. These new processors further enhance the industry-leading AMD Imageon family of discrete media processors, helping handheld manufacturers to quickly and cost-efficiently deliver the latest multimedia features that consumers demand.
Next-generation AMD Imageon 2298 and 2294 processors are designed to bring the latest multimedia performance to mobile devices with a combination of features that enable a seamless, high-quality, multi-tasking entertainment experience unprecedented in today’s handheld market. The AMD Imageon 2192 media processor enables similar feature-rich devices for mainstream consumers.

Thanks to the flexible device design enabled by AMD Imageon media processors, manufacturers can quickly upgrade to the latest multimedia technology because the media processor is separate from baseband (RF) functions. Availability
AMD Imageon 2298, 2294 and 2192 media processors are now available to handheld manufacturers. Mobile devices based on these new processors are expected to start shipping from OEMs worldwide by early next year.

before going down the long winded way of backing up data and reinstalling windows, you could try a windows repair.
I always seem to find that repair leaves my installation messed up and in the end it's worth totally reinstalling the OS. We all know how Windows corrupts itself over time ;)
He's tried defaulting bios settings and safe mode. Windows loads normally (although hardware profile does come up) then instead of the login screen appearing a blue screen comes up with writing too fast to read, with no escape unless u reboot. This reocurrs!

Screwed by Windows updates, by any chance?
I've seen a few PCs where Automatic Updates has D/L'd and installed something that wasn't needed. Happend to mine a while back. Just re-installed the O/S and switched off Auto Updates. I just check the MS site periodically now and choose what I want and need.

It seems strange that an update should corrupt your system, but with a fresh install and no updates surely it should work.
It's true man, I've had updates corrupt my system before, I think it was back when I had a Creative Audigy 2ZS in. Windows Update would detect drivers I apparantly needed and install them only for me to find the PC wouldn't boot the next time I tried and I'd have to use system restore.
