well a vesicle is a small bubble like container, usually holding enzymes, or neuro transmitters - a biology thing.

And a tether is a sort of binding.

so i'm guessing it means that some vesicles are tied up, which i think happens in the synapse.

I'm thinking it doesn't have much to do with folding.
